GENERAL
RULES: ANY REGULARLY ENROLLED 4‑H MEMBER WHO HAS SATISFACTORILY

THE EXHIBITS AND CONTESTS PERTAINING TO HIS/HER PROJECTS.
LEADERS WILL BE ASKED TO CERTIFY COMPLETION OF HIS/HER
PROJECTS.
Articles
to be exhibited must be made, raised or collected during the 2000 club
year. Exhibits entered in the 4‑H Department may not be entered
in any other Fair department. ENTRY FORMS MUST BE FILED BY
SEPTEMBER 1ST at the Cochise County Extension Office, 1140 N.
Colombo, Sierra Vista, AZ 85635,
(520) 458-8278, ext. 141, for ALL areas (Class 400 thru 418). Project
records must be available for review during the fair. See Rule Book,
page 33, for complete information. 4-H entry forms should be used, do
not use the County Fair entry form.
ENTRY
TAGS must be securely fastened to each exhibit.
All exhibits must have a leader signature on entry tag to
verify completion. Only those who meet this requirement will be
eligible for ribbon placement. Photography
judging will occur prior to the Fair. Entry tags for photography need
to be attached on bottom right or left to show exhibitors name, club,
etc. when displayed.
No
exhibits will be released before 5:00 p.m. on Sunday, October 1.
The Danish Grouping System will be used in judging 4‑H
Club exhibits. CHAMPION
AND RESERVE CHAMPION MAY BE AWARDED TO AN OUTSTANDING EXHIBIT IN EACH
CLASS AT THE JUDGE'S DISCRETION.
No premium monies will be awarded.
Group
exhibits will be accepted for any class.
However, the project leader must present a certification form
for the exhibit stating that all members listed on the entry tag had a
significant part in preparing the exhibit.
Each member in the group will receive a ribbon.
A Champion and Reserve Champion Group Exhibit may be awarded at
the judge's discretion.
Members
who are involved in 4-H School Enrichment or Outreach 4-H Projects may
enter up to two items per class.
These members are not eligible for the Champion
Building Exhibitor Awards.
Champion
Building Exhibitors
- A Junior & Senior Champion and Reserve Champion Building
Exhibitor may be awarded. Champions will receive a
buckle, Reserve will receive a rosette.
1)
Member must submit an entry form indicating Champion Exhibitor
Eligibility by September 1.
2)
Member must submit entries completed within the year in at
least 3 different project areas.
3)
Member must receive at least 3 blues on these entries and one
Grand or Reserve Champion.
4)
Project records must be available on request.
Incomplete records will result in disqualification for Champion
Building Exhibitor.
5)
Tie Breaker - exhibitor must be available for interview at
judges request. This can
be done over the phone or in person during the established block of
time on Friday (3-5pm). Indicate
on the entry form where you can be reached during this time.
6)
Champion Building Exhibitor awards will be announced during the
lamb show on Friday evening. Buckles will be awarded at Achievement
Night.

GRIEVANCE
PROCEDURES
In
order for the Cochise County 4-H Council to function efficiently
during the Cochise County Fair, a grievance committee has been
developed to rule on all grievances, protests or appeals.
The grievance committee will be composed of three selected
members of the Council. All
questions, suggestions, comments, complaints and protests from any
person participating at the fair concerning Department R will be
presented to this committee. Committee
members will be announced before the Fair and will receive
instructions about their assignment from the 4-H Youth Development
Agents. Decisions of this
committee will be by consensus and will be final.
Since
the 4-H is part of the Cochise County Fair, it is also subject to
rules and regulations established by the Cochise County Fair
Association as stated in the current Cochise County Fair Premium
Catalog. No other duties
will be assigned to the members of the grievance committee.
PROCEDURE
TO FILE A GRIEVANCE, PROTEST OR APPEAL
1.
Notify the area superintendent to allow discussion and possible
resolution prior to filing a grievance.
If situation cannot be resolved, obtain a grievance form from
the superintendent.
2.
On the form, write a complete statement concerning the facts to
include:
a. date
b. time
c. problem
d. signatures of
interested parties
e. addresses and
phone numbers of said parties
3.
The area superintendent must sign the form acknowledging the
grievance.
4.
The written protest must be given to a committee member.
5.
The grievance committee will meet with the superintendent for
further discussion and clarification prior to reaching a final
decision.
6.
All protests resulting from the judge's decision must be made
to the grievance committee within one hour after the award has been
made if given directly to the individual.
All other, i.e. the 4-H building and other special awards, must
be turned in by 5:00 p.m. the last day of the Fair.
7.
No protest or appeal based upon the statement that the judge or
judges are incompetent or have overlooked an animal or article will be
considered by the grievance committee.
8.
All questions in dispute, or differences not covered by these
rules, shall be referred to the grievance committee and a 4-H agent,
whose decision shall be final.
CLASS NO. 400 - CloverKids 4-H
4-H'ers
who are enrolled in the CloverKids 4-H Program (5-8 year olds), may
exhibit three items they have made or collected during the past
4-H year. Members must
state their age and have a leader signature for each entry.
Entry forms will be due September 1 at the Cochise
County Extension Office. Judging
will be on a participatory level, with CloverKids
Ribbons awarded to all participants.
These entries are not eligible for Danish Ribbons or
Grand/Reserve Champion classification.

class was created for projects that are not necessarily suited to the
traditional 4‑H exhibit and to provide 4‑H'ers in all

The 4‑H'er may be creative but the focus must be on
educating the public about an idea through explaining an idea or
process, identifying items and explaining their use, etc.
The exhibit should show and explain by using a poster no larger
than 22x28 due to space limitations.

Quality
of Foods Exhibits
Each
food item entered should be of high quality standards and attractively
prepared. The judges can
disqualify any product in this class that does not reach 4‑H
food standards. Any
product not meeting specifications will be for exhibit only, and
receive a participation ribbon.
Foods
exhibited in this class MUST NOT contain perishable fillings or
toppings such as: Creams,
Eggs, Custard, Meat, Meat and Vegetable Combinations, Fresh Fruits,
etc. Foods requiring refrigeration will not be accepted.

CLASS NO. 418 ‑ PHOTOGRAPHY
Members
must complete entry tag form. At
the judge's discretion, a Champion and Reserve Champion may be awarded
to the top Junior and top Senior exhibitor for color, black and white,
and poster divisions in this class.
All entries (12 maximum) must be selected from pictures
taken as part of the current 4‑H Club year's photography
project.
Acceptable
photo sizes are: Snapshots
3 x 5 or 4 x 6; Enlargements 5 x 7, 8 x 10, 8 x 12, 11 x 14,
Panoramic 5 x 12.

ENTRY
INFORMATION
1.
Photos are to be mounted or matted on poster or mat board.
Maximum size 11 x 14 inches.
May be matted with professionally made mats or mats made by the
4‑H'er. Matting should compliment photo.
2.
Posters and story boards (multiple prints) are to be mounted on
22 x 28 inch poster or mat boards.
3.
The proportion of photo or photos to poster or mat boards,
should be selected by the photographer to best suit and enhance the
photos.
4.
On the back of each entry the photographers must state their
name, age, 4-H club, number of years in the project, title of photo,
and if they developed their photo.
5.
An exhibitor may enter each photo only once.
6.
A maximum of 12 entries per exhibitor in any combination
of lots is allowed.
7.
Entry tags must have Leader’s signature.

All photos are due by 12 noon at the 4-H building.
Photos will be taken to the Fair (4‑H building) and
displayed beginning on Thursday, September 28.
Photos may be picked up on Sunday, October 1 (at 5:00 p.m.,
exhibit release time).
